Enactment of laws implementing the 1987 Constitution particularly the nationalist provisions and the provisions on political, social, and economic rights. With respect to political rights, the law on party-list system should reflect the true mandate of Section 26, Article II of the Constitutionl: the State shall guarantee equal access to opportunities for public service and prohibit political dynasties.
Call for a Constitutional Convention to act on the proposals for a shift from our present presidential and unitary to a parliamentary and/or federal system of government.
